CCR is pleased to invite you to participate in our tender for the procurement of confectionery products, chocolate, and chocolate products for the period 8 December 2025 – 31 December 2026, with a total estimated value of up to MDL 85,000, by submitting your prices as specified in Annex 1, in accordance with the requirements and conditions detailed below:

2. Price and Payment Conditions
The NGO Charity Centre for Refugees (CCR) will make payments related to the contract for which the invitations to submit offers have been issued. Payment will be made by the NGO Charity Centre for Refugees (CCR), in Moldovan Lei (MDL), by bank transfer to the supplier’s account.
Prices shall be calculated in MDL, at a 0% VAT rate, in accordance with Government Decision No. HG246/2010 of 08.04.2010. Supporting documents will be provided to the winning company upon contract signing.
3. Offer Evaluation Criteria
3.1 Technical offer:
Willingness to sell goods at a 0% VAT rate;
Willingness to accept payment exclusively by bank transfer;
Free delivery of goods.
3.2 Financial offer:
Annex 1 duly completed.
4. Submission of Offers
The bidder shall submit both the financial and technical offers.
Technical and financial offers may be submitted using the following methods and must be based on Annex 1, completed with unit prices and the total value. For transparency, suppliers are invited to indicate any applicable discount rates available through online catalogs or the supplier’s official website.

5. Contract Award
The contract will be valid for 12 months from the date of signing.
6. Validity of the Commercial Offer
The commercial offer shall be valid for 17 days from the deadline for submission of offers.
